What changed
The rate rose by 0.38 percentage points, calculated as 4.16 minus 3.78. Pure new home lending declined by €35.1 million, or about 23.5%; the editorial calculation is (149.5 minus 114.4) divided by 149.5. “Pure new” means newly signed loans and excludes contracts renegotiated during the month. The central bank publishes both categories, so they should not be mixed.
Why one average is not a mortgage quote
The 4.16% figure covers loans with a floating rate or a rate fixed for no more than one year. It is a weighted average for a group of transactions, not the rate available to every buyer or for every fixed-rate product. The bank cautions that the mix of primary homes, holiday homes and other loans changes from month to month. That mix alone can move the average even if an individual lender leaves its prices unchanged.
What a buyer should do
Ask lenders for written offers for the same loan amount and term. Compare the annual percentage rate of charge, fees, insurance, initial fixed period and the formula after any reset. If the payment is affordable only at the initial rate, test a higher rate before committing. A smaller national monthly lending total does not tell you whether credit is available for a specific home.
What the figures cannot prove
The release does not establish that Cyprus home prices fell, that mortgage demand will keep declining, or that the September ECB rate change caused the August result. August predates that ECB decision. Seasonal timing and the composition of loans may affect a single month; a trend needs more observations.
