Prices and volume tell different stories
The construction output price index reached 132.48, with 2021 equal to 100. It rose 2.5% from the first quarter and 4.9% year on year. The production index reached 130.28 and was 1.1% above the second quarter of 2025. For January to June, output was up 1.4% and output prices 4.7% against the same six months a year earlier.
CYSTAT defines the price measure as unit prices charged to clients for construction work. It includes materials, labour, energy and transport costs, as well as contractors' profit. The production measure estimates activity at constant prices. Neither index is a tally of completed homes, and the release does not separate residential from other construction.
The useful question for a new-build buyer
For someone buying a home under construction, the practical question is who would pay if building work becomes more expensive. If the purchase contract fixes the price, a 4.9% rise in the market-wide index does not by itself change the buyer's payment. If the contract allows a revision, check exactly when it can happen, whether there is a cap, and what evidence the developer must provide.
The 1.1% increase in construction output does not mean more completed homes will soon reach the market: this release does not count handovers. Check the progress and delivery date of the actual project. For a completed home, these sector indices are less useful than the property's condition and the price agreed in the transaction.
