Poland housing pipeline expands as permits outpace construction starts

Poland’s housing pipeline expanded in the first eight months of 2026, but the stages of that pipeline moved at very different speeds. Statistics Poland reported 132.2 thousand dwellings completed between January and August, 4.5% more than a year earlier. Construction started on 153.5 thousand dwellings, up 4.8%. The number of dwellings covered by permits or notifications with a construction design reached 193.3 thousand, an increase of 14.9%.

The gap between approvals and starts is the most important feature of the data. A larger pool of permitted projects can support future supply, but a permit does not mean that construction begins immediately. Financing, presales, construction costs, local demand and developers’ launch schedules all affect when approved capacity reaches the market. At the end of August, an estimated 860.1 thousand dwellings were under construction, 0.6% more than a year earlier.
