Where the permits went
- Tbilisi: 48.1% of all permits.
- Kvemo Kartli: 8.9%; Kakheti: 8.2%.
- Adjara, including Batumi: 7.8%.
- Other regions: 27.0%.

The figures include both new construction and reconstruction. Permits were granted for multifunctional residential complexes, shops, hotels, industrial and agricultural buildings and other objects, so they are not limited to housing.
Fewer objects completed, but more floor space
In the same nine months, 2,307 objects were completed, 5.9% fewer than a year earlier. Their total area grew by 2.8% to 2,543.6 thousand m², which suggests larger buildings on average. Tbilisi accounted for 32.5% of completions, Mtskheta-Mtianeti for 13.9%, Kakheti for 12.2% and Kvemo Kartli for 8.6%.
Why it matters for buyers
The permitted area is more than three times the area completed this year, so the pipeline of new projects stays large, especially in Tbilisi. For buyers this means continued choice in new buildings, but also the need to check the developer, the permit and the delivery date of each project.
